To do that, follow these steps: Open the Windows Control Panel. Go to Windows Defender Firewall. Click on Allow an app or feature through Windows Defender Firewall. Windows Defender Firewall Settings in Windows 10 Control Panel Check the Public and Private boxes for the Telegram app in the list. You may need to manually add Telegram if it isn't there already.
