RABAUL DISTRICT EMPOWERS LLG’S

The Rabaul District Administration is prioritizing its four Local Level Governments (LLGs) and their wards by providing financial support of K250,000 each to facilitate the implementation of their projects and initiatives. This funding is part of a K1.4 million allocation from the 2023 District Budget, which was approved by the District Development Authority Board earlier this year.

During the district’s third quarter budget review in Rabaul, the Deputy Provincial Administrator for District and LLG Affairs, Mr Nicholas Larme, presented the K250,000 cheques to the four LLG Managers of Rabaul Urban LLG, Kombiu LLG, Balanataman LLG, and Watom LLG. Additionally, a cheque of K26,000 was handed to Balanataman LLG to purchase a land for the Malaguna No.2 community hall.

Addressing the audience during the cheque presentation, Mr Nicholas Larme emphasized the significance of empowering wards. He highlighted the need for individuals to take responsibility for their own development within their respective wards, in order to restore confidence in the government.

Mr Larme also emphasized that effective implementation of ward minimum standards, revenue enhancement and ward governance policies could only be achieved through such empowerment.

Meantime Mr John Matava, Deputy District Administrator, who represented the district administrator urged the LLGs to use the funds strictly for their intended purposes. He stated that the release of the remaining balance would be contingent upon successful monitoring of the initial allocation of K250,000.

The LLG managers expressed their gratitude for the assistance and affirmed their commitment to achieving their desired outcomes for their respective wards, while also strengthening ward focus.

DIRD WILL GO PAPERLESS NEXT YEAR

The Department of Implementation and Rural Development (DIRD) will no longer accepts paper expenditure reports of the provincial and district services improvement program (PSIP & DSIP) beginning next year as the department is going into paperless.

This follows the recent development, testing and successful piloting of their innovative Bilum Digital Platform currently being undertaken in some of the selected regions across the country.

The hassle of compiling thick files of PSIP and DSIP will eventually become a thing of the past.

DIRD Secretary Aihi Vaki said, during the official opening of the four days sub-national stakeholders consultative, testing, readiness and awareness workshop in Kimbe that the digital platform is basically being developed to the DIRD’s specifications (user name) as required by Administrative Guidelines and Financial Instruction of the 2019 and the Government of Papua New Guinea’s new Digital Transformation Policy 2021.

“In the long run we want to make sure acquittals are done paperless, some kind of templates are developed and established through the Bilum digital platform where you have a tracking of performances, assessment of their own five years development plans. This could be done on weekly or monthly basis,” Vaki said.

“In this era of rapid technological advancement, it is imperative that our government harnesses the power of digital tools to enhance service delivery and development. The strategic priority laid out in the Medium-Term Development Plan IV (MTDP IV) underlines our commitment to Strengthening good governance and efficient public service through digital government transformation and a digitally driven robust data collection, classification, and statistical system.

“It’s not just a vision; it’s our responsibility to transform this vision into a reality that benefits every Papua New Guinean and DIRD is already leading in that space. The fundamental objective of this endeavor is to build an efficient and sustainable digital government alongside a high-quality statistical system. Such a system should not only make access to public information and government services simple and clear but also fast and safe. This transformation is designed to promote transparency and accountability at all levels of our government.

“As part of our commitment to this transformative journey, we have assigned Key Result Areas (KRAs) to various implementing agencies. These KRAs span digital government platforms, the national census, National Identification (NID) and biometrics, electronic voting systems, digitalization of content classification for censorship, public information portals, and content censorship,” he said.

Mr. Vaki said DIRD’s strategy is to achieve these KRAs involve establishing Central Government Digital Infrastructures and platforms, conducting national censuses and surveys, accelerating the NID rollout, rolling out the biometric voting system, and managing public information dissemination and censored materials.

This Digital Platform is a cloud – based management system developed to a fit-for-purpose system to enable effective coordination, management and reporting of the output and outcome of PSIP and DSIP in the country.

DIRD have already conducted its stakeholders consultation, testing and hands on experiences in Milne Bay, Morobe, Western Highlands, Eastern Highlands, West New Britain and will ends in East New Britain province.

Beginning next year, it will be rollout to all provinces and districts.

PNG POWER CEO RESIGNED

According a statement released by the PNG Power Limited Board Chairman McRonald Nale, the Chief Executive Officer Obed Batia voluntarily submitted his resignation on Monday 23rd October 2023 to the Board and the Board accepted it.

Mr Batia served PPL for 34 years and spent 13 years in executive management roles and lately become CEO for the past two years and contributed immensely to the organization.

The Board thanked Mr Batia for his service to the company and wishes him all the best in future endeavors.

In the meantime, the Board resolved to put in place an officer in charge Nehemaiah Naris to oversee operations until National Executive council make a new appointment.

Mr Naris is the incumbent deputy CEO and has 15 years of experience holding various senior management roles with Kumul Consolidated Holdings which qualifies him to act on this position.

AIR NIUGINI’S 50TH GOLDEN ANNIVERSARY

Celebrating a remarkable 50 years of their golden anniversary this year, Air Niugini, also fondly known as the national flag Carrier of Papua New Guinea, is a beacon of home whilst on foreign land.

Ask any Papua New Guinean who have travelled overseas and back and their initial response to seeing the PNG emblem at the tail end of the plane is that they have a sense melancholy of their homeland, Papua New Guinea.

The airline is also a symbol of Papua New Guinea’s striving for progress in the transport sector especially in aviation over the years.

The birthing of the new airline came about in September of 1972 when Papua New Guinea was under colonial rule. Prior to having our own airline, our skies were dominated by Australian aeroplanes.

Our government was given a 60% stake holder in the new airline with rest of the percentage given to other stakeholders.

The first flight was in 1973, taking over established domestic routes and further creating more accessible routes to locals and overseas globetrotters.

In the first year of flying throughout the country, Air Niugini boarded 350,000 passengers. By independence more aircraft were added to the already growing fleet, bringing the total number of aircrafts to ten.

Over the years, Air Nuigini has reached and exceeded many of its targets. From March 1976 to 1980 saw a period of expansion when Brian Grey captained and oversaw the operations. New international destinations as the Asian gateway was opened at the same time, plans were also made for new airport facilities at Jacksons Airport in Port Moresby.

In 1980 Joseph Tauvasa, was appointed the first Papua New Guinean to the general manager role and from then on, saw an expansion and growth sprout.

Over the next years Air Niugini continue to be the only commercial airline in the country, providing employment to many Papua New Guineans as well as being the only flag carrier airline to the international community. After 50 years of operation in one of the most environmentally and geographically challenging country in the world, Air Niugini still plays an important role in the economy and transport needs of the people of Papua New Guinea.

With road transport a hassle due to the non-existent road links to connect the country, Air Niugini still continues to provide a vital service to the people of Papua New Guinea and also help to booster other sectors of the economy as well.

Today, Air Nuigini provides daily routes to all main provincial centres in the country and strives to be the leader in the Aviation industry.

TRAINING TO ENHANCE BUSINESS INTEGRITY

UNDP in collaboration with the Business Council of Papua New Guinea organized training on business integrity in the private sector in Port Moresby on 20th of October 2023. The training was organized under the European Union-funded project Preventing and Countering Corruption in Papua New Guinea (PNG Anti-Corruption Project), which is jointly implemented by UNDP and UNODC.

The training aimed to improve the participants’ understanding of the role of the private sector in enhancing integrity and fighting corruption in Papua New Guinea through a variety of sessions focusing on corruption risks in public procurement and whistleblower protection in the private sector.

The Chairman of Transparency International, Peter Aitsi, held a presentation on corruption risks in public procurement and representatives of the Department of Prime Minister and National Executive Council presented their newly adopted Anti-Fraud, Anti-Corruption and Whistleblower Policy that was developed with technical assistance by UNDP through the EU-funded PNG Anti-Corruption Project.

“With the increasing power of extraterritorial anti-bribery laws, corruption is a risk that no company, particularly a company that operates on a national or global scale, can afford to take. I hope this training will help you in protecting your companies against corruption and teach you how to report incidents of corruption in a safe and ethical manner that poses minimal risk to your business operations,” UNDP Resident Representative Nicholas Booth said.

“We recognize that corruption remains a significant challenge in our country. It undermines social cohesion, economic growth, and equitable development. It erodes trust in public institutions and hinders progress towards achieving sustainable development goals. I thank the UNDP for hosting these anti-corruption trainings, which are crucial in advocating for business continuity that is resilient in combating and reducing corrupt practices,” said Ms. Carmella Gabina, the Executive Director of the Business Council of Papua New Guinea.

The PNG Anti-Corruption Project is funded by the European Union and implemented jointly by the UNDP and UN Office of Drugs and Crime (UNODC). It is part of the EU-PNG Partnership for Good Governance Programme.

PM MARAPE HIGHLIGHTED PNG’S HUGE MARKET VALUE TO INVESTORS AT WORLD INDIGENOUS BUSINESS FORUM

The 14th World Indigenous Business Forum is currently underway in Port Moresby, Papua New Guinea and many of the world indigenous business communities convened.

Prime Minister James Marape has drawn the world’s attention to Papua New Guinea’s innate ability to produce raw materials, its close proximity to the thriving markets of Asia, and the interconnectivity it has now refined with many leading Asian economies.

The Prime Minister highlighted these advantages as he called on indigenous businessmen and women of the world to “pick a Papua New Guinean partner” to start a business with in PNG, and capitalize on the accessibility PNG now has with China, India, Indonesia and the rest of Asia, which he called “second to none”.

Speaking in front of a packed hall of both local and international participants at the APEC House, Era Kone, the Prime Minister wasted no time in connecting the dots to market Papua New Guinea’s potential and advantage as the ideal business and investment destination.

He projected Asia’s position on top of the global economy within this century because of the development trajectory he said Asia was taking, and encouraged entrepreneurs to take notice.

“We stand at the most exciting place on the face of earth as far as trade, commerce and business is concerned,” Prime Minister said.

“Our country-to-country connectivity, in my view, is better than most nations that are similar to us. We have direct bilateral access to China, India, Indonesia who have huge populations, as well as with the rest of Asia. This accessibility is second to none.

“If you want a place to reside to bring you close to these big markets of Asia, we have enough real estate space here to offer to you. Pick up a local partner here; bring your businesses here; manufacture here and tap into the Asian markets from here,” said PM Marape.

PERMANENT PARLIAMENTARY COMMITTEE ON LAW AND ORDER LISTEN TO VILLAGE COURT MAGISTRATES

The Permanent Parliamentary Committee on Law and Order just completed Day three of the MOMASE Regional consultations.

Village court Magistrates from within Lae and Morobe province had an opportunity to give views on Law and Order issues at their level.

Many of them expressing the lack of government support from within the Department of Justice. Many social problems such as adultery, consumption of homemade alcohol, gender based violence and many more are on the rise at the village however, matters cannot be dealt with as the village courts have basic powers, issuing fines as penalties which doesn’t address the problem.

Representatives from Salamaua, Ahi, Bulolo, Butibum all faced similar situations in that there is no due care for law at the village level, many work without a salary, proper uniforms are not respected, offenders often assaulting Magistrates.

Chairman William Bando, MP of Koroba/Lake Kopiago, said the committee would look into empowering the Village Court System through the recommendations made by the Magistrates.

“We will take up your concerns especially where your wages are concerned,” Bando said.

Luther Wenge, Morobe Governor and legal advisor to the committee said cases such as adultery can lead to more problems so tougher laws must be enforced.

“Adultery must become a criminal offence and offenders arrested and charged,” Governor Wenge said.

The committee will take on board recommendations from village court Magistrates. The committee will visit the Correctional Service Facilities at Buimo on today.

MINISTER EOE ACTING GOVERNOR GENERAL

The National Executive Council (NEC) has appointed Member for Kikori and Minister for Provincial and Local Level Government Affairs Soroi Eoe as Acting Governor General in the absence of Governor General Sir Bob Dadae and Speaker Job Pomat.

Minister Eoe stepped in immediately as Acting Governor General to welcome Her Excellency Ms. Katalin Novák, President of Hungary and her delegation to Papua New Guinea at the Government State House yesterday.

Acting Governor General Eoe expressed that the visit by President Novák is significant as it is the first ever State Visit by a Hungarian President to Papua New Guinea since PNG’s establishment of its diplomatic relations on the 18th of January, 1997.

“While we still have a lot to do in terms of our relationship which I am sure will gain momentum, we have already been connected through our Christian faith which PNG is very grateful for,” Eoe said.

“Hungary’s contribution to our Christian faith and development through the early missionaries in the likes of Late Ms. Maria Molnar, who dedicated her life to serving the people of Manus Province during the early civilization period is very much valued.”

“Your visit Excellency, to the Province will surely enhance and strengthen that people-to- people connection that was established then by late Ms. Molnar.”

Acting Governor General Eoe assured President Novák and her 25 delegates that the people of Manus will as they always give a warm traditional welcome upon arrival with the beat of the slit drum “garamut”.

President Novák and her delegates travelled to Manus today for a visit and will finally leave PNG on Friday, 27th October 2023.

MINISTER MARU COMMENDED FOR SUCCESSFULLY HOSTING THE 14TH WORLD INDIGENOUS BUSINESS FORUM

The 14th World Indigenous Business forum hosted in Papua New Guinea ended on a high note, as visiting delegates engaged in high level discussions with other business communities stationed in country and internationally.

Prime Minister James Marape expressed his commendation to International Trade and Investment Minister Richard Maru for his strong leadership in hosting of the World Indigenous Business Forum (WIBF) from October 24th to 26th, 2023.

The prestigious international event, which drew participation from 150 international delegates representing 14 countries, as well as 350 participants from all corners of Papua New Guinea, reached its conclusion on the evening of Thursday, October 26th.

Prime Minister Marape, speaking on behalf of the people of Papua New Guinea, extended his profound gratitude to WIBF for selecting Port Moresby as the host city and conveyed his appreciation to all international delegates who graced the event with their presence.

Furthermore, Prime Minister Marape lauded the diligent efforts of National Capital District Governor, Powes Parkop, and his dedicated team from ‘Amazing Port Moresby’ for their commendable work in promoting both Port Moresby and Papua New Guinea on the global stage throughout the duration of the event.

He also extended his thanks to the local businesses that seized the opportunity to showcase their products, establish global connections, foster partnerships, and explore market prospects among the diverse array of countries represented at the forum.

The Prime Minister expressed his delight at the participation of micro, small to medium enterprises (MSMEs) in the WIBF, highlighting their ability to establish international contacts and gain insights from the global participants. He commended the wide range of products produced by Papua New Guineans and underscored the importance of exporting goods to boost the country’s economy.

“Whatever we can export, whether big or small, brings in much-needed foreign exchange into our country and builds a stronger economy. I am very happy that Minister Maru is focused on ensuring that indigenous Papua New Guinea businesses are given greater support to progress into manufacturing and downstream processing. This very much complements the government’s focus on downstream processing,” Prime Minister said.

Prime Minister Marape emphasized the government’s commitment to supporting MSMEs, particularly women, with increased assistance to Women’s Micro Bank (Mama Bank). He pledged to review and enhance efforts to ensure that the benefits reach as many MSMEs as possible.

“Encouraging investors to explore opportunities in Papua New Guinea, Prime Minister Marape said, “Papua New Guinea is in the most-exciting part of Earth as far as commerce, trade, and business are concerned. Our accessibility to the Asian market is second to none.”

Writing on the Skin (Episode 1) celebrates the art of tattoos – intricate patterns on the skin which were once unique cultural barcodes on the body. RUGBY WORLD CUP 2023 GRAND FINAL

And the final countdown of the 2023 Rugby World Grand final begins as anxious fans of the New Zealand and South African sides wait eagerly to see which team takes home the cup and title as the champions of Rugby Union.

The tournament is the 10th Men’s Rugby World Cup and the second to be hosted by France after a memorable event in 2007. In total, 48 matches were played across 51 days, making tomorrow the last day of this year’s RWC.

The Men’s Rugby World Cup will be played in three different pools with each pool to host 4 countries each in the respective pools of A, B and C.

After countless head-to-head matches on the field, the 2023 grand final match will see South Africa Springboks battle it out on the field with the New Zealand Kiwis.

The New Zealand Kiwis are the most successful team with six Rugby World Cup titles, including 4 in a row from 1998-2010 when they won all 19 matches played.

While, the mighty Springboks are currently the reigning World Champions and have won the World Cup on three occasions.

KAINANTU AVOCADO PROJECT LAUNCHED

Being the first district to venture into the Avacado business, Kainantu in the Eastern Highlands Province recently saw the official launch of the District’s avocado project.

Officially launched on Friday by the Eastern Highlands Governor Simon Sia, Kainaintu MP, William Hagahuno described avocadoes as an important cash crop that has huge value and significant demand in other countries around the world.

He said avocadoes can alleviate our famers to make more money to support our daily living.

The MP said they will work closely with Nari and the Fresh Produce Development Agency (FPDA) to find and establish good market that local farmers will benefit from.

He said the focus is to ensure large scale farming of avocado supply must be consistent and stable.

Expressing that all a farmers can do is bring avocadoes and sell to the district project team.

He urged all the youths to go back to their land and make use of it.

More than 3000 seedlings of avocadoes were made available freely for farmers to register and take them to plant.

Governor Sia describe avocadoes as a sleeping giant million industry and

wants his people to invest time and effort in agriculture.

He expressed that in the recent years leaders and the successive government put more focus on other cash crops like coffee, cocoa, copra, tea and spices.

Governor Simon Sia committed K100,000 to Kainaintu DDA to support the avocado project and program.

FRIEDA RIVER PROJECT SPECIAL MINING LEASE APPLICATION TO PROGRESS

Mineral Resources Authority’s (MRA) Acting Managing Director (AMD) Jerry Garry, has assured the owners of the Pan Aust Limited, that the PNG Government through the MRA was committed to progressing the Frieda River Project Special Mining Lease (SML) application, in accordance with the legal process.

Pan Aust is a subsidiary company under the Guangdong Rising Holding Group (GRHG), a Chinese infrastructure investment company owned by the Guangdong Government.

Pan Aust has been operating the Frieda River Copper-Gold project since 2014. The project is currently in a pre-development stage pending assessment of its application for an Environmental Permit (EP) and a Special Mining Lease (SML).

Mr Garry told the owners, GRHG that the Frieda River Project was an important project to the PNG Government.

The GRHG delegation met with Mr Garry on Wednesday Oct 25 at the MRA office. He said his team was currently focused on re-opening the Porgera Mine and progressing the Wafi Golpu project. However, he said the State was determined to commence initial work on the Frieda project SML application in the first quarter of 2024. He said that by the second quarter, his team would be fully committed to progressing the application. The AMD said the main issue for the application would be around the integrated Tailings Storage Facility (TSF) and hydroelectric dam, which has been the subject of independent expert reviews.  The dam will be discussed in detail with independent world renowned dam experts from PNG and abroad.

The Acting Managing Director for the Conservation Environment Protection Authority (CEPA) Jude Tukuliya was also present at the meeting. Both MRA and CEPA AMDs gave a run down on the respective processes involved in the permitting of the SML and EP. They also gave updates on where both processes were with respect to timelines.

The visiting delegation included representatives from the State-owned Assets Supervision and Administration Commission (SASAC), which is a department within the Chinese government that supervises and manages state-owned assets.

The SASAC Deputy Director Mr Xiaoyun Wang said the purpose of SASAC’s visit to the MRA was to show their support and confidence in the Frieda River Project, and also to familiarize themselves with the EP and the SML permitting processes for the project.

He said their visit followed PNG Prime Minister Honourable James Marape’s visit to Guangdong Province, where Hon Marape met with the Governor for Guangdong, Mr Wang Weizhong. The meeting between the two leaders was an extension of PM Marape’s participation in the Belt & Road Initiative, hosted by the President of the Republic of China, Xi Jinping, this month.

In his closing remarks, AMD Garry commended the Marape-Rosso Government for initiating business and investment opportunities for the country especially in the resource sector. He said the PNG mining industry needs financial backing and the investment opportunities being provided the government was welcoming news for the sector.

SOUTH AFRICA CHAMPIONS OF RUGBY WORLD CUP 2023

Following weeks of hectic competition, commitment, team work and outright love for rugby the Rugby World Competition has finally concluded with South Africa as the last men standing.

South Africa Beat New Zealand 12 points to 11.

An undeniable spectacle was the match between the Springboks and the New Zealand All Blacks as both teams battled to the finish with South Africa taking home the cup thanks to a point advantage.

Notable players for the match was Handre Pollard who scored all 12 points for the South Africa team, and of course the player of the match back rower Pieta Steph-du Toit with his impressive defense resulting in a record 28 tackles.

With more to celebrate about for the Springboks being the defending champions for 2023, this win has made South Africa the first men’s team to win the Rugby World Cup for the 4th time.
