रूस के आर्कटिक क्षेत्र के साथ भारत का जुड़ाव मजबूत हो रहा है और इस वर्ष मरमंस्क बंदरगाह द्वारा संभाले गए कार्गो में भारत से आने वाले सामानों की हिस्सेदारी सबसे अधिक है।
📍 मरमंस्क बंदरगाह:
✅मरमंस्क का बंदरगाह रूस के सबसे बड़े बर्फ-मुक्त बंदरगाहों में से एक है।
✅यह बैरेंट्स सागर के तट पर कोला प्रायद्वीप पर स्थित है।
✅यह मॉस्को से लगभग 2,000 किमी उत्तर पश्चिम में है।
✅बंदरगाह पर पूरे वर्ष आवागमन होता है। मरमंस्क के बंदरगाह पर आने वाले जहाजों के आयाम सीमित नहीं हैं।
✅मुख्य बंदरगाह क्षमताएं कोला खाड़ी के पश्चिमी तट पर स्थित हैं, उनमें वाणिज्यिक बंदरगाह (यात्री क्षेत्र सहित), मछली पकड़ने का बंदरगाह, जहाज-मरम्मत यार्ड, शिपयार्ड, तेल टर्मिनल और एफएसयूई एटमफ्लोट परिसर के मूरिंग बर्थ शामिल हैं।
✅कोला खाड़ी के पूर्वी तट पर कई छोटी मछलियाँ और बेड़े रखरखाव टर्मिनल हैं।

✅यह उत्तर पश्चिम रूस में स्थित है जो सर्कंपोलर उत्तर में सबसे महत्वपूर्ण आर्थिक क्षेत्रों में से एक है।
✅इस क्षेत्र में बहुमूल्य प्राकृतिक संसाधन हैं, जिनमें विभिन्न प्रकार के खनिज और मछली संसाधन शामिल हैं, और यह बैरेंट्स सागर के बड़े गैस क्षेत्रों के नजदीक है।
✅बड़ी आबादी, औद्योगिक परिसर और सैन्य बुनियादी ढांचा भी इस क्षेत्र की विशेषता है।

🔆North Eastern Council:-
✅ The North Eastern Council (NEC) is not a constitutional body.
✅ It is a statutory organization.
✅ It was established under the North Eastern Council Act, 1971, as amended in 2002.
✅ Initially, NEC was an Advisory Body for the North Eastern Region (NER).
✅ Now NEC is mandated to function as a Regional Planning Body for the North Eastern Region.
✅ The Union Cabinet, in June 2018, approved the proposal of the Ministry of Development of North Eastern Region (DoNER) for the nomination of the Union Home Minister as ex-officio Chairman of the North Eastern Council (NEC).
✅ The Cabinet also approved that the Minister of State (Independent Charge), Ministry of DoNER would serve as Vice Chairman of the Council.
✅ The Council comprises Governors and Chief Ministers of constituent States and three members nominated by the President.
✅ While formulating the regional plans for the North Eastern Region, it is mandated to give priority to schemes and projects, benefitting two or more States, provided that in the case of Sikkim, the Council shall formulate specific projects and schemes for that State including the review of implementation of such project and schemes.
✅ To fulfil its mandate, the NEC has been implementing various projects in different sectors.
✅ Over the years, NEC has achieved the construction of 10500 km. of roads, supported the installation of 695 MW of power plants, constructed transmission and distribution lines, improved in infrastructure of 5 major airports and constructed of new airport in Tezu, Arunachal Pradesh.

🔆Bharat Ratna
✅Karpoori Thakur, a prominent Gandhian socialist leader and former Bihar chief minister will be awarded the ‘Bharat Ratna’ posthumously.
✅It is the highest civilian Award of the country which was instituted in the year 1954.
📍Eligibility:
✅Any person without distinction of race, occupation, position or sex is eligible for these awards.
✅Though usually conferred on India-born citizens, the Bharat Ratna has been awarded to one naturalised citizen, Mother Teresa, and to two non-Indians, Pakistan national Khan Abdul Ghaffar Khan and former South African President Nelson Mandela.
✅The original statutes did not provide for posthumous awards but were amended in 1955 to permit them. Former Prime Minister Lal Bahadur Shastri became the first individual to be honoured posthumously.
✅On conferment of the award, the recipient receives a Sanad (certificate) signed by the President and a medallion. The award does not carry any monetary grant.
