To do that, follow these steps: Open the Windows Control Panel. Go to Windows Defender Firewall. Click on Allow an app or feature through Windows Defender Firewall. Find Telegram in the list. Right-click on the app and hit Uninstall. Even the Telegram website may be inaccessible if Telegram is banned in your country. Hence, keep your VPN connected when downloading and installing Telegram.
